1) Join and participate in similar forums. It's not just your participation but how informative and interesting posts you make that'll ultimately decide the quality and quantity of visitors you'll attract to your forum.
2) Write informative articles and submit them to article directories and websites.
3) Have quality information on your forum and moderate it regularly.
There is no shortcut to all these. Building a successful forum takes lot of effort, perseverance and time.

There are many ways of increasing traffic, one of the best is to make sure your site is really completed and to manually submit it to the open directory project. To at least one major search engine, a lot more weight is placed on sites included in their database than any other. It's important that the site contains truly unique content, and is not misleading in any way. That combined with good keywords, density and relevance will be appealing to the search engines when they crawl your website.

Join forums and make at least 5 quality posts in a forum a day and participate in asking valid questions.Avoid the one or two word post.

Yes, you can join forums and yahoo answer. There is no joining fee and you can drive traffic easily.
