Commission Junction is required to collect the necessary tax information from our publishers prior to payday?
1.What does this mean?
2.What is return taxes?
3.How do a 19 full time student pay taxes?
Becuase I don't want the irs showing up at my door saying I did fill out my w-9 form.

I do not have all the answers for you but I do have a few kids that file taxes at age 18 and 20.
All you do is file taxes as with ANY job and nobody from the IRS is going to show up at your door. If you are a student you will very likely get money BACK.
My son was a student last year when we filed his taxes and there is a good sized tax return for students, so he didn't have to pay anything even though he was single and made a bunch of money.
Nothing to be afraid of.

Commission Junction needs your SSN in order for you to sign up with them for taxation purposes.
I am not sure what you mean by 'return taxes.'
And anyone that makes income has to file a tax return with the IRS. You may or may not have to pay taxes on it, depending on how much you made and after deducting everything the IRS allows you to deduct.
