Can anyone suggest a good adsystem for my website beside google adsense ? I would prefer targetted ads even at cost of low ppc

You are talking about two different systems here - one where you receive ad revenue and one where you invest in ads ("low cost PPC").
There are many networks that deliver ads besides Google. Microsoft and Yahoo are two well known agencies. They have both types of programs, just like Google does.
There are other programs but most won't deliver the traffic that Google, Microsoft, and Yahoo will.
You have to plan and write well in each case. Don't go after high competition PPC words or phrases. Drill down a ways and bid on long tail phrases that has interest but doesn't cost much. Place limits on what you can spend daily and monthly or you will get a wicked high bill.
