Hi everyone I have just submitted my sites which are in my sig to heaps of search engines & advertised in free classifieds, I have noticed that some companies are able to do a campaign to advertise your sites to get targeted traffic. I was just wanting to know if there are any companies out there that would do a campaign for either free or at a very low cost.
If anyone can help me with this I'd be most greatful.

The best way to get targeted traffic to your site is to work on SEO and build backlinks by writing and submitting articles, forum participation, blogging, blog commenting and directory submissions. All free methods.

I agree with Barb. These are long term free marketing methods.
I am also doing these free methods.

I offer an advertising service and video creating service rolled into one. I'm not going to go on about it but you may be interested. I would be surprised if there was anyone willing to do any quality advertising for you for free.

Before you go out and spend any money check out traffictester.com they review ad sites and let you know if it worth spending your money, they do charge a $20 month fee.
However they have reviewed hundred's of sites, spending $20 to not waste the other $80 is a good investment in my book.
I have a couple of sites that are cheap and well worth the time and money to submit your site to. PM is you would like their links
