Those who want to create a full-fledged website and not just a blog, CoffeeCup Visual Site Designer offers just the right mix of capabilities and ease of use for most beginners. It's easier to use than most budget web design software, and with drag and drop usability, there's no need to learn any code.

If you're willing to learn some HTML and sacrifice some convenience, reviews recommend the Evrsoft First Page HTML editor as more convenient than most free website design software. It lets you see the results of your code as you edit it, and includes spell checking and a quick browser preview. Lots of scripts are included too.

PersonalWebKit 3.2 comes with eight distinct design templates. Each template defines a distinct look for your website, yet is highly customizable. You can change your site to use a different design template at any time, even after it is built.

Use of tool depends upon your website design. If it is flash based then go for flashpro. If it is not flash based and you want to make professional site then go for either Dreamweaver or fronpage. Both are easy to use and give good results.
Thanks
