I have an idea for a website based on something I searched for and didn't find, mountain biking trails in Flagstaff, AZ. Flagstaff is a smallish town, but mountain biking is a popular activity and people come here for that reason. This is a topic I know well and the scope is limited which makes it attractive to me for a first attempt at a website. Google keyword tool tells me there are about 1000 searches per month related to this topic. Can a website with a max of 1000 visitors a month make any money whatsoever even with very little competition? I appreciate any feedback or advise you might have.

Don't see them like searches. In a niche like yours, they mean 1000 super-targeted customers. Starting a website hardly costs anything. Rather than making guesses, just jump and experiment.

Absolute Bikes in Flagstaff & Sedona has a website with a small trails map.
My friends at Bike & Bean - Red Agave Resort also have a site with trail maps.
You should visit http://flagstaffbiking.org/loop-trail/ to get oriented.
The grand daddy of all trail maps is http://www.trails.com/activity.aspx?area=10158
Depending on what you sell 1k visitors could be plenty, but not for AdSense.
I would aim for commissions from referrals to bike shops and equipment.
Also subscriptions to biking magazines, clothing, and tours.

LOL, a smallish town at the gateway to the Grand Canyon which means
3-5 Million tourist a year and at least that many searches for what to do here.
My village of under 5k gets more mountain bikers than 1,000 a month (or week).
And that's not counting the road bikes which are big out here also.
Don't let competition stop your from pursuing your dreams.
The only person you ever compete with is your self.
Oh, and as for making money in that market... hoo boy.
They spend $10K+ on a bike that's never good enough.
I think you can find a nice niche in there somewhere.

I knew a kid 30 years ago with a TRS heldheld computer and a knack for databases.
He had a dream of creating a database of trail maps, the rest is history as they say.
He also happens to spend a lot of time (and money) riding in your area.

The advise I would give you is not to share a niche topic that you have found with little competition on any forum, caus there are many beady eyes that will lap up that information and act on it before you even get a chance to compete.
