I think the best ways to avoid scams is to not pay for anything since then, you haven't really been conned out of anything (except maybe some time... which is quite annoying...) So if you follow that advice, paid surveys aren't really a scam. Are they a good way to make extra income? I think it depends what you're looking for and depends on the sites you're registering with. Nicky_C and happygal referred to free lists of paid survey sites - and I'd agree with happygal in saying that there are good lists out there. If a site doesn't seem to be working out, just strike it off your list. To finish, I would say don't expect to make a living out of doing surveys, and don't expect to have a survey in your inbox everyday. But if you want a bit of extra money for a special occasion, your earnings will add up nicely - and it'll be cash you may not have otherwise had at your disposal.
