If it is the site I am thinking of it is a pay per confirmed lead site which starts at $2 I think. You have to reach a minimum payout of $150. You also have to pay for a domain name and hosting (12 months or 24 months) with their affiliate company but they pay you $75 back after you have signed up.
When I researched it a couple of weeks ago I looked through a couple of forums and there were pros and quite a few cons as with any system.
It comes out of New Zealand and I think they pay out in Nz Dollars. Members felt that the support/helpdesk was lacking. This is only what I have read about it though, I decided not to join.

Stay away from Affiliate Junction, its a scam and I have been thier victim.

Yes, me too I was a victim!
Lucky me I cancelled my hosting within the 30 day guarantee. Although I didn't get a FULL refund...
Affiliate Junktion : you sign up in one plat-form, then they make you sign up for a hosting package, then you have to sign up to a new plat-form, ... it took me about a week and a half to get started!
I started to have doubts when I saw the control panel. Only then I did my due diligence and started to look for reviews. They were not all positive.
So I ask for a refund from IPower, the hosting company AJ was promoting. Got 80% of my investment back.
Oh well! Now I learned to look for reviews before joining a program!

Affiliate Junktion actually isn't a scam in a way. The reason is because the process of Affiliate Junction requires you to sign up for a web hosting called IPOWERWEB - highly known for it's high payout commissions in their affiliate program.
So you can't say that you've been scammed because the $75 you paid for actually gives you that web hosting.
This Affiliate Junktion program revolves around the fact that you get this so-called marketing package and the Affiliate Junktion brand to help you introduce this to others, meaning you are selling the web hosting service AND the opportunity to make money online.
Now this is where things start to get ugly. Because you get I believe only $2 for a sign up. Now that isn't bad if you keep bringing people in. I'm sure that you do get paid because you really did introduce this to other people.
However the guy behind the program known as Michael Davies, makes around $10 for every person you bring in because he takes a bigger chunk out of the affiliate commissions.
Now this is the absolute best article that I found online about Affiliate Junktion. He could of not explained it any better.

Yes, you can probably make money on affiliate junktion if you can some how bring so many people in. But the question is, do you want to aid in Michael Davies success?
If not, I suggest you promote some better programs where everyone is on an equal playing field and work to make money collectively.
Again that review is far by the best and the reason why I didn't join in the end despite the free hosting offer.

Indeed, it is not a scam in the way that you do make money. In NZ dollars which is less than US dollars!
So getting paid 2$ per lead while the owner of the affiliate programs make so much more?? It makes you understand the affiliate program better and want to start your own! Just like when you're an employee getting a salary wage while your employer cashes in the whole deal!
PLUS, they also have a minimum payout of $200. Which is quite high, I think, for $2 per lead! It wouldn't be so bad if it paid $10 per lead (20 leads).
The support desk was poor, to my opinion!
Anyway, I absolutely would not recommend Aff Junc as an affiliate marketing program because you're not promoting any product/service. And there's no training or affiliate support.
So for newbies, it's a no no.

I mean, if you're doing affiliate marketing, why not join the affiliate program of IPower??? It pays way more than 2$ NZD!!
