Hi, I'm new here. I've had a little trawl through the forum to see if my question has been asked before and it doesn't seem to have been. If it's an 'old chestnut', I apologise in advance.
My question is this:
Is Google loathe to give reasonable PR and/or decent SERPs placings to sites created with the likes of Weebly, Yola etc, as, by their very nature, these sorts of sites are likely to be a bit spam-prone?
Or does Google take every site on its own merits irrespective of how it was created?

Why would these sites be a problem.. if they have good content then they should get a decent PR.. google has algorithms that know what are spam sites, no matter where they come from.

Well, it depends.
Google has over 200 criteria that determines how a page will rank int he SERPs. Authority (PR) is pretty important, but not as important as Backlinks.
But you need backlinks from a good PR site that hasn't spammed.
If people have spammed using Weebly sites, that could effect you. So you may want to move to another platform.
This is what got Squidoo in trouble a year ago. Google slapped them pretty hard.
It wasn't Seth Godin's fault or the Squidoo team. The rumor was that some sneaky affiliate rerouted his affiliate link to a porn site.
Google caught it and sent Squidoo a warning.
Squidoo's taken care of the problem and they're pretty much back on their feet, but watch for things like that.
And be sure your own backlinking efforts look naturalistic.

Can I assume, then, that so long as weebly.com (for example) has a high PR, that it is still 'trusted' by Google? Or are PR and trust entirely different things?

Google loves a lot of original content that offers solutions for their searchers. When the searchers keep using google for their searches and your site offers great solutions with alot of great content. You get rewarded by Google. That is why I love Site Build It.

As gowriter mentioned, backlinks are very important. That's why forums and articles are so critical. It is important to get your backlinks from high ranking sites, so keep that in mind.

Pretty much. The PR ranking that Google Assigns to a page tells you how much authority is has. A PR 4 site will have a significantly better chance of ranking its optimized content over several PR 1 sites.
But you need need backlinking to be done anyway because you cannot tell how well backlinking is done by your competititors also trying to rank for the same keyword unless you get those SEO tools and start digging into their backlinks stats.
I wouldn't worry about that too much. Try to get somewhere in the top 5 positions on Page 1 and then gradually over time, naturalistically, do more varied backlining to help push your rank up.
