How to improve this forum?

I know Russian forums and can say they are far more democratic,
quick and businesslike, and therefore useful. Messages are
published immediately and without any censorship. English is
understood, too. Why not make use of their experience?

What is the subject of these forums? Censorship is required when there is a lot of spam.
