The best targeted traffic I get is through forums and articles. I have never had any luck with traffic exchanges or free classifieds.

I get a lot of traffic through search engines, in particular with Google for an online store that I have. The most effective thing that I've found to get recognized by Google is content. In other words, have some good quality text with relevant key words that people might search for and you'll show up high in the rankings. At least it's worked for me!
