If one wants to get their name out there in the network community fast and generate visitors to their site in a lightening fast speed.
What should be there main focus? Article writing for content, social networking or building back links?
Alot of newbies are confused which way to go.

Everyone would like to do so but it's not really wise to rush something that shouldn't be rushed.
You can't really "Go from Newbie to non-Newbie in a hurry". You have to know your topic well and spend the time it takes to learn about online marketing and related things such as web programming.
It all takes time. There are no shortcuts, sorry.
If you provide good value to your visitors, the word will spread naturally. Feel free to do a few minor mechanical things to create backlinks and drive traffic, but it's providing value that will bring in the money.

In my view content is King and traffic is Prince. Without compelling value you will end up in nothing. First federate compelling and valuable contents. Then do basic on page optimization. After this basic rule make sure your site is being indexed by search engines. If not give the site a love from another site by getting links.
After this do off page optimization. All the factors you have listed is off page factors and they have to be done simultaneously and slowly. Rushing would end up your site's life.
So be careful and be truthful and the day will come where you will rejoice.

To answer your question, you don't. I'd say that trying to go from newbie to expert in a short amount of time is like an olympic athlete expecting to train for the olympics in just a few days.
What you need to do is learn proper internet marketing funtamentals. This takes time. Once you have learned the fundamentals, you can start implementing what you have learned, and at that point, you will have questions, and the learning process continues.
In short, becoming a "non newbie" takes time, learning, a lot of trial and error, and re-learning along the way.

The best bit of advise, in my opinion, is to be patient. Overnight success would be a great thing, but you don't want to end up just throwing money away. It can be frustrating but take your time and you will reap the rewards.

If there was a lightening speed way to go from Newbie to a Non-Newbie then everyone would be doing it and they are not.
In short there is no easy route or overnight success. Find a business plan that works and stick with it.

The best way to go from "newbie" to "non-newbie" in a hurry is to decrease your learning curve. If you are giving your business 1 hour a day, give it 2. If you are giving it 4, give it 8. Get into your topic, own it, live it, love it and make yourself an expert. Once you are there you can turn what takes you 30 mins now into 5 mins and then you are on your way.

I would like to add a little to the fantastic advice you already have here. Social Marketing and Twitter are great ways to get your name out there. You might follow Get A Grip's advice and get a solid foundation.

Just adding up the thought. Getting to a non-newbie in a hurry is always nice to hear, but it doesn't always happen. be consistent and work towards the goal and you will get it one day.

It depends on what you are doing for income - with things like mlm or network marketing, social networking is a great way to get traffic but if you are doing affiliate marketing, or making money with adsense etc, then you want to be consistent in writing articles, and adding content to your sites....
You just plain don't get from newbie to non-newbie in a jiffy - sorry! Same thing as losing weight overnight - many folks would love to be able to go from pleasantly plump to light and nimble in a hurry.... doesn't quite happen that way.
The beauty of building an online business or money funnel is that although it takes time to build, it also doesn't disappear overnight once you have it built...

Quick response or sales, YOu need to invest for you website,
Getting more traffic and submitting your website to search engines
and directories, some company will do it for you if you pay them
to do. You can do it by your self, but it takes time and hard.
You want short cut, I would recommend to spend more money
you will get traffic and sales without much efforts.
Meanwhile you should promote by yourself too.
