Suppose we type "home business" and a certain site shows up 2nd or 3rd on google. Is placing a link in that website a good thing, it's pr 3, alexa ranking 494385, alexa links=427, google links=21, yahoo links=1479, altavista links=746.
This is the research I did on this site, and it revealed the above. By placing a link on this site, will it do any good, and in what way?

Backlinks from high PR websites can definately help your PR...but not all websties are going to be willing to link back to yours...

Generally speaking, if a site has a higher PR than your site, you want them to link to your site.
Also, generally speaking, the more inbound links that higher PR site has, the better.
There is more to it than this, but unless you are at a very advanced level, don't worry about the exact math right now. That will be a concern best left to the distant future.
It sounds like you have a pretty good idea of what the general online marketing categories are. Now may be the time to do some reading on each category to learn the details. Buy a program, some books, or read some free stuff on the web.
Get to know the material well. Then most of your questions will be answered well.
