I will try to look in the Wordpress control panel if I can figure out where it is. Then I'm not sure what the item I'm looking for would look like, but I'll try to get there to check it out.

Link exchanges with other blogs in your niche is a great way to increase traffic. Posting on forums with your blog in your signature (where allowed) is also a great way.

Depends on if you want a free blog or a self hosted one. I have a self-hosted wordpress, all you have to do is get is your domain and web host, it's wordpress.org. If you get a free blog you can use either blogger or the free wordpress version which is wordpress.com. If you choose a free blog you don't have much control they can shut you down for their reasons, whatever those may be. If you have your own you do what you want. To check out blogs you can go to blog calatog and pick a category. If you need help Problogger( Darren Rowse) has an excellent blog that helps bloggers.
