I personally have been sticking to blogs and press releases, those have worked great and they are FREE.

Try classifieds, they can be very effective

If I had it to do all over again??? The first thing I would do would be to start earlier. I wish I had tried this years ago! I can only imagine how far I would be by now.
The second thing I would have done (in hindsight - gotta love it) would be to go directly to building niche web sites rather than try a bunch of other stuff as I did to begin with. It wasn't a complete waste, of course, because I learned things along the way, but I would rather have skipped that bit if I could. 
Just to stay on the topic of "website promotion" I would say,
1. Build lots and lots of content
2. Submit to free directories for backlinks
3. Build more content
4. Use signature files in forums
5. Build more content
6. Write articles and classifieds
7. ? Yes, build more content!...

Don't forget your Google Images. I thought that was a great idea that rarely gets mentioned.
Plus - if you are honestly ready to take traffic generation to a new level...I know that the veterans are going to be pissed off that I am mentioning these effective methods...tough sh** cuz here they are:

You are right, of course. I guess I should have said,
1, 3, 5, 7. Build lots of content and include images with good alt tags!

Submit your website/blog to social bookmarking sites will also help to improve website ranking/traffic.
