failed old skill for vm

I applied last year did vm skill failed it waited for six months I recently applied for job with West and was told I'm (IN HIRING Staus)I went to website and tried to sign in it asked me to change password,I changed password and now I am able to do the DR skill I have yet to receive a (Welcome e-mail ) even though I have been waiting for over three weeks for it???Has this happened to anyone else?
